But why can't return it so what really is the freaking point. Trying to draw a Penalty?

Totally fine. Tate can pick it up and return it and it wouldn't be a fumble if he didn't get to pick it up.

He can't return it. It was downed whistle blown so why risk it

He was thinking he had a free opportunity to gain some yards. It's a smart play.
