The owners are going to ask for a cap next time collective bargaining comes around and it's all over. If they don't do it though teams will be going bankrupt in the middle of the season like they have in the NHL. The steroid issue is just a good story for the media. Most fans aren't stupid enough to believe that this is some kind of "news".

Too much money to be made under the current system.

Baseball will continue, no matter how crappy they treat their fans or how low they're willing to go to get people to attend games and watch it on TV.

EDIT: All the problems in the world for MLB still don't touch the millions who flock to minor league games each year or the fact that basically every kid in America takes part in little league at some point.
