I would be surprised. as Fisher has done a nice job i thought? Maybe its just a chance for some guys to move up. Maybe Fisher has a role like Rob Ryan ? If not . . . .it would be a promotion. Team FO charts aren't really consistent across the league and titles/roles vary, but in most cases this role would be a growth opportunity from Director of College Scouting where he was previously.
