I always though punishments should also act as deterrents. $1000 and a few hours of community service isn't much of either.

Yeah there's a difference between knowing somebody and being their buddy. And in Tom's case, I don't think he has friends, buddies, it or even friendly acquaintances.

 

I can picture his family life at home where he probably addresses his wife as Wife and she calls him Husband. To his face anyway, once his back is turned she probably has a less formal and much more humorous name
