I disagree: it's far more than mere semantics. Damage -- some of it grievous -- inflicted by another player, is an ordinary condition of football. Baseball, basketball, tennis, golf...not so much. If you play football, you are going to get hurt because the human body isn't built to withstand the type of contact that's the essence of the game. Eliminate the contact, or overly restrict it, and you've essentially ended the sport. As to whether the human body is "meant" to play the game, that's more of a philosophical question. The only things human bodies aren't "meant" to do are things that are impossible to do, such as walk around in outer space without a g-suit. Whether or not it's intelligent to do some of things we do is another question. But no matter how weird, if it's at all possible, someone will do it. Witness "Jackass."

The modern automobile is "built" to protect passengers should you crash into a tree; it is not "meant" to do that.

No, I just disagree with your playing semantics. Humans aren't built or meant to withstand the forces of playing football without injury. In the actual discussion of what Whaley said we aren't talking about cars, we're instead talking about humans and no matter which word between the two is utilized, it would mean the same thing.
