The lady owns her actions. She seems authentically apologetic, and her circumstances are understandable and forgivable. She broke the rules to gain qualification. She admitted it. Her actions did nothing to improve her performance though. And she is using her experience as a platform to warn other runners. I don't see it as an offence deserving of a lifetime ban. IMO.
