Getting fat, avoiding the sun at all costs, tattooing 50% of your body and piercing the rest has nothing (well, except the fat part) with genetics. Its too late for her because of the tattoos, but without those, if you took the piericing out, shed about 30 pounds, got some damn sun, lost the "trying to not be trendy so i end up being trendy" sunglasses, and put on some makeup, she might be alright to look at.

If i see a hot chick at the bar, and then see she has a tattoo, even the small one of the small of her back, it loses huge points. I don't know - something about that rare girl that didn't actually get a "butterfly" or "the sun" freshman year in college...
