I thought Fran Tarkington was pretty tough and some would say Phil Simms cuz like a Timex watch he took a licking and kept on ticking. The sheep's clothing aside the toughest QB in NFL history is Eli Manning. He has never missed a game due to injury in 11 seasons. He won his team a title with his toughness alone (see '11 NFC championship). You don't see him fighting though injuries since he somehow doesn't sustain them in spite of being willing to hang in the pocket until the last second every snap.
