From 1998 through 2014, The Bills averaged 104 penalties called on them per game. From 1998 through 2015, they averaged 106 penalties called on them per game. Now for the JESTS: HC Jets / Opponents Penalties Ryan 88 87 Ryan 103 74 Ryan 102 110 Ryan 83 109 Ryan 108 92 Ryan 109 91 Bowles 96 90 The Jets Average since 2009 - including Bowles' rookie year in 2015 is 98 penalties per game. In Rex's tenure the Jets amassed an astounding 98.8 penalties per game. Obviously Woody had to get that penalty average down... and he did! The biggest issue is the difference between penalties called on Buffalo and their opponents, not total penalties which tend to reflect officiating trends. At -30, Rex had the worst total since Wade Phillips in 1999. So that's not good. And if you watched the games, you saw that many of the undisciplined ones really hurt.
