A quick search gives me an annual average of more than a billion in specifically military aid (training, equipment, basing, logistics) of more than a billion a year. And aid numbers aren't static, either...they change year-to-year. What year does that chart represent? I think whoever made that chart was playing fast and loose with the numbers.
