Imo No it isn't. I believe initially it was Schefter who reported that it was down to the Jets and Buffalo for Brandon Marshall. This was not speculation. The Bills were negotiating with the Bears. Marshall ended up going to the Jets for a 5th round pick. The Bills owned another team's pick that was the first pick in that round, but they had traded that pick days earlier for in the Cassel deal. So the Jets pick was earlier in that round that the Bills pick, so they got Marshall. It's safe to infer from the fact that the Bills were one of the last two teams in the running for Marshall that they would have given the Bears the higher pick to beat out the Jets. So the Cassel deal left them short on picks to acquire a much better player only days later. It's no agenda, it's fact. Some of us were paying attention at the time because the Bills may have gotten Marshall. Later, the Bills turned to taking a flyer on Harvin, but make no mistake Whaley and co. targeted Marshall because the Bills lack size at WR. Harvin is dynamic, but not big. He's also had issues that are well documented and misses games. He was worth a flyer because of his talent, but it sux that the Bills gave up a pick that cost them a very good WR just to get Cassel. Perhaps I have the round incorrect(6th instead of 5th) but regardless, the details are the same. The Cassel deal essentially cost them Marshall as the Bills had the first pick in the round but traded it only days previously. They may not have known that Marshall would become available, but consider it as opportunity cost.
Jkgobills Posted November 8, 2015 Posted November 8, 2015 By having a lack of legitimate top tier NFL talent throughout their roster the Bills coaches and front office had to take risks with draft picks, trades, and free agents. Some shortcomings of injury history (Harvin), history of team conflict (Incognito...who IMO was never as big a problem as made out to be), legal troubles (Dareus, Bradham, Karlos Williams), critical thinking skills (Watkins as evidenced by his choice to engage in social media conflict with knucklehead fans, Seantrel Henderson with his off field college choices), and lack of proven starting ability (Tyrod Taylor) forced the Bills into a very tough place regarding personnel these past two off seasons. As the Bills have less holes to fill, they will be able to bring in players that are more complete in regards to mental, physical and legal attributes. Until then giving a super talent like Harvin a one year deal to see if he can perform is a great option. It's not as if the Bills had a player of his talent that they had to cut to sign him. Hopefully, by next year they have the depth of talent that makes having to take some of these calculated risks less often. Go Bills!

The team has had a lot of check cashers whose engagement declined when the losing kicked in this millennium. McCoy might fit this profile. Didn't he announce that he wouldn't play until he feels 100%? Corollary: do backs with the NFL mileage he has ever feel 100%?
