If however it is directly snapped to a non-QB I have never heard it being called a snap nor on a reverse so it is inconsistency. Slash for Steelers used to get ball as part of double reverse and if caught behind line defense was credited for a sack.

Any tackle by a QB behind the LOS is a sack. But what the hell do I know.

Designed runs are treated as rushes for QBs. For example, you'll see kneel downs rung up as rushes not sacks. Sometimes the stats guy has to make a judgement.
