The rule is thigh level or below, the block was initiated above the waist. Bad call from an official in poor position to see it. He made a call based on what he "thought" happened without actually seeing what happened. The ultimate No-No for an official. If you can't see it, you can't call it. You can't make calls based on what you "thought" happened even though your view is obscured by 2 bodies.

Sure they played hard, and tried hard but that doesn't excuse the freaking 17 penalties or the 7 first downs given to the Giants because there is no team discipline!!

Yes your premise is correct, don't call what you can't see, but to state what he can and can't see is laughable. Just because when you watch the replay you see a guy possible in the line of sight, doesn't mean he was truly in the line of sight. Was it marginal, sure, but stop blaming the refs for the Bills making it easy by making either flat out dumb plays or doing borderline things. Chop was not borderline.
