No, what you said didn't make sense. If the Bills finish with a BETTER record than the Cowboys, their pick would be LOWER than the one they traded for, even if in the same round. In other words, an even round trade would benefit the Bills. You seemed to suggest the opposite.

Our spy Cassel will start playing really bad a few weeks before Romo returns, prompting Dallas to cut Cassel after Romo returns. The Bills will quickly resign Cassel, fresh with knowledge of the Dallas playbook, just in time for the week 16 matchup with Dallas!
