Maybe they are waiting to the end to string those games needed? That way they can't get accused of throwing them. The Sabres can just say: "We are trying to get Hackett the number of games he needs!"

I know Murray doesn't believe in stepping in but in special circumstances it is necessary, he can't leave last place up to a coach who want's win every game no matter what. Also if he is not the future coach then fire him now and promote some one who can get with the program (like Arizona is)
