Sure seems like the event in the church meets the "Appear intended (i) to intimidate or coerce a civilian population" standard along with bullets 1 and 3. "Domestic terrorism" means activities with the following three characteristics: Involve acts dangerous to human life that violate federal or state law; Appear intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination. or kidnapping; and Occur primarily within the territorial jurisdiction of the U.S. Edited June 19, 2015 by keepthefaith

The difference I see is that it does not appear he was part of a group with the same goal. Was Major Hassan part of a group? Sorta kinda. The differences are pretty narrow. The differences get wider when compared to 9 11, Khobar Towers or many other incidents. It makes no difference to the deceased.

Columbine, Sandy Hook, Virginia State, Aurora - those were all mentally disturbed, sick people that needed help. But can we lock them up and medicate them? No, that is a violation of their constitutional freedom. And unlike this situation we'd be constantly reminded that the acts of one man are just that. I doubt it would be popular to use it as a springboard for a "dialogue" on religious hostilities - particularly Muslim against non-Muslim hostilities.

He appears to have believed in both. People who believe in white supremacy and segregation do not have to suffer from mental health, but do in all cases have to be evil. Yet again we have a twenty-something white male loner or semi-loner who got a gun and decided to kill people. In most cases we have found that the mass shooter was mentally disturbed. As a nation, when these things happen, we never have the conversation about real evil. We also never have the conversation about mental health. For that matter, we don’t have honest conversations about why some kid in Minnesota or Alabama would want to go join ISIS and kill their fellow citizens or why some kid would want to join neo-nazis or a gang. Instead, we descend into partisan conversations where everything is political and neither side can concede or acknowledge the other’s points.
