Miyagi-Do Karate
This is great. But I am confused: who has to declare first-- the hitter or the pitcher?
CowgirlsFan
The pitcher.
The Poojer
Not sure declaring first or second matters, you just have to pitch with the same arm for each individual batter. Just like the batter can't switch sides of the plate during the same at bat. I stand corrected This is great. But I am confused: who has to declare first-- the hitter or the pitcher?
