I realize it's issue by issue. But don't bother trying that. You've already chosen the arbitrary approach, and have seen fit to lump McCain's entire time on the committee into a boolean value == complete tool of the military industrial complex. I'm therefore going to apply the same approach: what is your standard, given 1 and 2 above, for a senator that proves they are NOT a complete tool of the military industrial complex? Or, is there such a thing as a half-tool of the military industrial complex? 1/4? 1/8? And again, what does a 0% tool look like?
