Which means that, on the one hand, they can't arrest someone even with evidence (though they can call the police). But on the other hand, they only need suspicion to take someone's kids, since it's not a "law enforcement" matter. And while it's true in damn near every state, New Jersey's seem to be particularly bad. My sister used to work with them as an attorney. She's told me stories worse than this one.
