If I'm a cop, I take the mayors statement that some parts of town are not worth protecting. So if I'm patrolling the neighborhood that the mayor lives in, which I doubt is anywhere near the riot ghetto, maybe I decide the mayor's street isn't worth patrolling. My Dad is a retired cop, started in the early 70s and retired in the late 90s. There was a big change from when he started to when he retired. I think it was the rise of the cable networks and the Internet that spotlighted the big profile cases. Like Amadou Dialo and Abner Louima. I remember hearing stories from the 80's about a compact that cops and criminals had where the chips would simply beat the drug dealers instead of arresting them, because they knew that they'd be out in the streets shortly. This was also the times where it was accepted for a cop to hold a perp by the ankles off the rooftop. It was also the height of police corruption in big cities.
