Obama Vetoes Keystone, Ignoring His Own Administration’s Findings

It’s hard to fathom how Congress could possibly “cut short” consideration and review of a project that has already been on hold for a staggering 2,349 days. During that time, the State Department conducted not one but five separate and comprehensive reviews, examining precisely the security, safety, and environmental concerns that Obama referenced this afternoon.
In fact, the State Department found, construction of the pipeline may actually improve security and safety by reducing train traffic, which has boomed on pace with the growth of the energy sector. Railway accidents can turn hazardous fast, as illustrated in myriad incidents, from last week’s fiery West Virginia oil-tanker derailment to Canada’s Lac-Mégantic disaster, which left 47 dead in 2013. Approval of the pipeline could reduce rail traffic, preventing as many as 48 injuries and six fatalities annually, the State Department projected.

His reasoning is that he hasn't had enough time to review the ramifications. How much time does he need? It's like when I make a recommendation to a client and they say they need to think about it when I know the true answer is no. Just have the balks and say no and tell us why. Leadership is hard.

If he needed more time to review the ramifications, why did he veto it the day after it was passed?

No, I think its a FU move, a bargaining chip. If GOP is going to keep stopping everything then he will do the same thing. If the GOP gives on immigration or something then he might be more flexible on the Capstone pipe

Sounds like spite to me. "If you don't agree with me on a separate issue, I'll veto everything you want to do!"

It's a show, with both sides working to specific ends. Congress sends him the bill with approval for the pipeline, the president takes a stand against big oil and fossil fuels to play to his base. Congress is playing to the center and the right by sending up the approval for Keystone for the president to sign. Both sides score points by their actions. If I had to predict, I think it's going to play a lot like when the 104th congress kept sending welfare reform to Clinton. Clinton vetoed it twice to placate the left, but he didn't dare veto it a third time, due to the popularity of reforming welfare among the general public. If the republicans keep sending Obama bills to sign with approval of the pipeline and he continues to veto them, he'll shift public opinion against him, and possibly the party as well, as being obstructionist.
