Obama’s Unacceptable Resolution :It would in effect de-authorize the use of significant force against the Islamic State. By Mario Loyola Reading through the president’s proposed congressional authorization for the use of force against the Islamic State in Iraq and Syria, I couldn’t help wondering what Obama was actually hoping to achieve with it. Whatever the answer to that question might be, however, one thing is abundantly clear: In its current form, the resolution is totally unacceptable.
