Is part of the reason they have not IR'd him because some other team could claim him during the season and put him on their active roster once he is ok to play? Or, is there a rule that states an opposing team cannot do something so shady? A player on permanent IR can neither be cut by the team listing him, nor claimed off another team's IR. It's not a waiver pool! Neither can he return that season, as you seem to know. A player can be placed on "short term IR designated to return" - he can return in 8 weeks. Doesn't sound like the place for Kiko. What you may be thinking of is an "injury settlement", where the team reaches a monetary settlement with a player who is on IR, then releases him. This allows him (once healthy) to sign with any team EXCEPT the team that released him. The catch is, a player on injured reserve must get paid by the team. Kiko is on the Bills "reserve/non-football injury" list. This is for players who contract an illness or injury outside organized team activities and...they don't get paid nor acrue an NFL season. So sucks to be Kiko, but one assumes his agent/lawyers would be filing a grievance if they felt they had a case. Players on the NFI list can come back that season, but I could be wrong. The major reason teams put players on NFI is they don't have to pay 'em nor do the acrue a season towards free agency. Edited September 11, 2014 by Hopeful
