The whole country would be better off if NoVA went to Maryland, and WV merged with the rest of VA. While we're at it, let's merge CT, NY south of Kingston, and North Jersey into their own state. The hundreds of agencies that do the same thing across these three states, cities and counties in an area smaller than Rhode Island, but with budgets bigger than most nations GDP is maddening. Philthadelphia is West Jersey and that's more than enough Jersey for the rest of the state.
