Between the area, the weather, and sucking badly for the past decade and a half I'm mildly surprised the Bills didn't beat out the Raiders for top honors. So there will always be a group of young men who don't want to be in WNY no matter what, but it's pretty obvious that organizational quality is a factor for other teams on the list.
