There's a reason they didn't choose to end all gun/ammo sales, only a minor portion. That's questionable. Very questionable. It's the one case where "well-regulated militia" isn't misapplied, and given the time period (late Enlightment), "private armies" is very unlikely to be what they meant, despite later irregular groups such as Mosby's Raiders and Teddy Roosevelt's Rough Riders.
