I think the fact that he is armed with assault riffles is pretty much scaring everyone and keeping them inside plus no one knows where he is so if someone is armed and shooting everyone on the streets there is no way I'm leaving the house. Plus I'd be keeping away from my windows CBF

CBF Update: Officers surround a rooming house in Moncton, weapons drawn and snipers positioned.
