Bears reached agreement with 3rd-rd pick Will Sutton; Chicago exec Cliff Stein is first one this year to have his full draft class signed.

The rookie cap basically states what each pick will make so it's not a shock. Do all rookies need to be under contract before they can participate in OTAs?

 

No, they get a letter or some such stating they will get what they normally have received in case of injury during OTA's. There has been some noise about the NFLPA maybe asking that to change to no contract, no practice. As evidenced bu this, should be able to get it accomplished quick now

There is some bantering back and forth as to how much is guarenteed, bonuses, etc especially with mid round picks, but its not a situation where there will be holdouts...its relatively easy to do and most GMs probably don't have it high on their list right now or delegated it to assistant GMs

really there are only a couple "ledges" that occur. somewhere in the top 10 it normally splits off from fully guaranteed and then later in the first theres another (dont recall off the top of my head exactly what the haggling point is, but say 15-20 range) and then once in the mid rounds you have a step - guys in the 5-10 pick ranges that mark those few ledges tend to take a little longer, but otherwise its easy
