DC Tom
http://www.news.com....2-1226900839088 Most of the government operates on old technology. If it works, why change it? Usually, they change it because their business processes are broken, and they try to fix the bull **** processes by updating the technology to provide more and better data more quickly. A sort of process optimization by sympathetic voodoo, which works about as well as you'd expect feeding more and better data more quickly into a bull **** process would work.
