The play isn't stopped until the ref blows the whistle. So, the ref has to see the puck lodged in the equipment (skate, pads, glove, pants lol), then blow the whistle to officially stop play. It looks like the only person that saw it drop in his pants was Mark Pysyk.

Actually, that's not true. The NHL has put in a rule to give the refs yet another out for their incompetence. They can simply say "we intended to blow the whistle" and wave off any goal they want to. Rest assured, if that had been any Canadian team or one of the big market American teams that "goal" would have been waved off. Luckily for the Sabres, it was Phoenix.

 

Of course, if it had been the Miller with the puck in his pants it would have been a goal as well. We're pretty much a better drawing version of the Coyotes when it comes to how the officials treat us.
