I'm presuming they were all together as drunk #1 called drunk #2, then both called drunk #3. No one wanted to upset sober guy at 2:00 am Monday morning as he probably had to work that morning, but drunk # 1 could have saved sober guy a lot of grief and drunk #'s 2&3 arrests by calling him in the first place.
