He's not right. Not at all.

 

He's judging historical norms of the 1750s-1850s through the moral lense of the mid-20th Century.

 

That's just silly.

 

He's right in that both Japanese and German expansionism in the early 20th Century were in a very large part driven by colonial attitudes and desires (e.g. "Lebensraum," the "Co-Prosperity Sphere"), much as Manifest Destiny was,

 

The only "globally accepted western norm" they violated were that they attacked other Western empires.
