First goofball also trained extensively and took safety precautions. He knew the risks and was took steps in case something went wrong

 

Second goofball just decided on a whim with no thoughts about his safety or the safety of others. And if something went wrong, the gubmint on either side of the border would pay for him to either get better or get buried.
