"Prior to the incident on July 16, 2013, there was an incident involving the same power line wherein it failed and fell."

I am not going to get into it again... But rightly so, power lines just don't fall (on perfect days) and children get zapped to death when swimming (pools aren't open during stormy weather). Yes, I am finding blame... This simply is no act of God. This was totally preventable, like I said before. Sorry somebody paid with their life... Even sadder that it was such a young child.
