Unbeknownst to most of America, we faced a helium shortage, so the House is entertaining the Responsible Helium Administration and Stewardship Act of 2013.

 

No. I'm not kidding. But when you need someone to challenge the "tea party congress" to consider "the injustice of there being no helium for comedians to get that high pitched voice that we all hold near and dear to our hearts," there's only one man with the credibility to get it through...provided Guam doesn't tip over in the process.

When I was in grad school, there were serious repercussions for wasting helium - the stuff is expensive as hell to produce from scratch. We'd have to take care to recapture any evaporation from any experiment using liquid helium; excessive wastage COULD get you kicked out of school. So don't underestimate the problem of a shortage of helium - it's a very rare, and very useful, resource.

 

Having said that...it doesn't rise to the level of Congressional legislation. And Hank Johnson is obviously a complete moron.
