I would think the biggest tax cheats are in poorer high-crime areas...simply because most crime is a cash business, hence undeclared and untaxed.

 

What they meant to say is the biggest tax cheats they go after live in high income areas.

Individuals in professions driven by tips are some of the most likely to under-report. Strippers, waitresses, cab drivers, etc., as underreporting has an additional benefit beyond keeping more of their earnings in pocket. Underreporting from these groups often opens up access to entitlement benefits.

 

As an aside, I wonder how much money was wasted putting this "study" together.
