Individuals in professions driven by tips are some of the most likely to under-report. Strippers, waitresses, cab drivers, etc., as underreporting has an additional benefit beyond keeping more of their earnings in pocket. Underreporting from these groups often opens up access to entitlement benefits. As an aside, I wonder how much money was wasted putting this "study" together.
