But to answer your question, IIRC that only applies to people who file their return to the IRS Center in Andover, MA. I don't know if it applies to e-filing though; I haven't filed a tax return via snail mail in many years.

Federal, e-filed and already recieved my refund (first time in years) back about 2 months ago. State I owed a whopping $27, that will be mailed out tonight.
