Kellyto83TD Posted March 8, 2013 Posted March 8, 2013 NFLN said teams can start negotiating today with free agents but the deal can't be completed until FA Starts Tuesday. They said its like the NBA's 'soft free agency'. Anyone else hear of this?

We all know he wants to test the market and can do so with an opportunity for the Bills to respond to it rather than them setting the floor for the negotiation in the first place.
