"It's tough to find out who's responsible for the action as the cat doesn't speak," a prison spokesperson told local paper Estado de S.Paulo.

 

I don't know who's dumber, the prison spokesperson who made the above statement, or the guy who taped dark colored contraband on a white cat so that it was easier to see - - they don't have any dark colored cats in Brazil?
