Or are they concerned about fan comfort? I swear I remember going to games in the mid 1970's where the seats weren't shoveled at all - we just swept them off and watched the game.

I remember a MNF game in the 70's (I think the Broncos). There was 2 feet of show on the seats when we got too them.
