My father is a rural carrier and it's in the training guide stuff that he will be among the first wave group getting preventative care like potassium iodide or what have you, and that he CANNOT transfer this care to anyone. It very much IS a matter of national security to be able to reach everyone in the country. It's even more than that, actually. The USP route system represents a well established, well serviced, and well maintained military supply line reaching every single American stronghold and every sigle centeralized and decentralized distribution hub in the country by land, sea, and air; and manages them in a non-militarized, yet still federal, capacity during peace time. In the event of a domestic attack or invasion supply lines are essential to victory. If you don't have them pre-established when you need them, it's already too late.
