It's a net consumer of energy - the generator must produces less electricity (substantially less, given the described cycle of purification - it would be more efficient to eliminate the filters and use distilled water) than is used in the electrolysis. Actually, I think by the person who also earlier invented the traffic light (Oregon or Texas I think) or something??... Going of memory here... The problem is (hyrdogen) embrittlement and the effect on the metal engine parts. Again... I am going off memory here...
