After weeks of media reports about Chicago homicides — which so far are up nearly 38 percent from last year — Mayor Rahm Emanuel and Police Superintendent Garry McCarthy defiantly said during a news conference that the gang strategies in place before McCarthy arrived were the ones that failed, not the new ones. A few weeks ago I heard O'Reilly interviewing some people from Chicago who were, I think, from a local anti-gang group, and what I found interesting was that the gang violence going on in Chicago now -- and there is a crapload of it that is generally under-reported -- is not about your typical gang fights: drugs, hookers, territory. What they explained is that there are so many small gangs around the city that kids are just randomly killing each other to "earn their stripes" in an effort earn respect within their small gang. Due to the random nature and reasoning behind the killings, no one has a clue how to stop it because they no longer can focus on a small number of large gangs, but rather large number of small ones. I also appreciate their comparison to NYC, while totally ignoring the fact that NYC got its crime down when Ben Ward started deploying street cops in crime ridden neighborhoods two decades ago. A PSA campaign with the message "You can make your bones, but it doesn't count unless you cap a nigga in Milwaukee." Then they get to blame Walker, too. It's win-win.
