It should be noted that the implication with respect to these things has always been the safety of the person doing the drugs because they could hurt themselves, but it also now includes the safety of the person in the other uniform.

The article brings up some good points about baselining, though, and the lack of understanding of how HGH varies across individuals. I wouldn't be entirely surprised if an ox like Wood fails a HGH test because he has naturally "high" HGH levels according to some measure.
