Esp with Florence cut and the fact that there are a lot of guys with big cap numbers that could be let go (D.Edwards, Thigpen and S.Johnson come to mind) as well as the 9.7 already in room. Plenty of fat going into next year that could also be cut (Kelsay, B.Smith, and Merriman). The Bills look to be in a good cap situation going forward.

Everyone's afraid to make moves so we can resign guys, but we have plenty of space to be active

I honestly believe that's one of the reason's why Florence was cut so that they could get these guys signed. I also think that D.Edwards will be cut and his 4 million cap number be used to squeeze those guys in. If we cut D.Edwards and resign Jackson, Levitre, Byrd and are still 4-5 million under the cap we can easily be active in free agency next season to acquire another piece or two. We have a lot of guys on this roster that could but cut to free up cap space next season (Merriman's deal is up, Kelsay, S.Johnson, Thigpen, D.Edwards if he is still here, and B.Johnson) All those guys make 3+ million and aren't major contributors. Also McKelvin's deal is up and he makes 4+ million and I don't know what McGee's cap number is but if its substantial he could be gone too. So there's a lot of fat that could be dumped on this roster easily to make room for re-signings and additions next off-season.

This cuts the other way too. Byrd could by thinking that he's undervalued due to a poor Bills pass rush. With our new defensive line, he could have a monster season and be due for a swank pay check.
