It doesn't. But the government can't do anything without spending at least six figures (which isn't millions, I know...but Dave's an idiot). To ensure that taxpayer money isn't being wasted. Hey Larry, always good to see one of your posts. I assume that this was asked "tongue in cheek", since any unnecessary government spending would contribute towards the government budget deficit (no matter what the actual amount) .
