They are dutifully trying to determine who would have gotten gotten the heart otherwise (i.e. who died so that Cheney could live). If they were really responsible they'd find an old lady who died of heart failure who might possibly have had some chace of survival had she gotten the heart, post childhood pictures of the decedent under a caption saying: Dick Cheney Stole Her Heart.
