I have to believe they're talking about federal unemployment benefits because in California, the imprisoned gang-banger in this story is the victim. I would think that would be the weirdest part, but if his tattoo actually does tell the story of the murder he committed then Planters has been using a stand in Mr. Peanut since at least 2004. If you look closely the victim in the tattoo is not wearing a monocle. Is it possible he hit the wrong dude?
