Word on the street is that Brain Higgins, besides taking a stand for voters er NFL fans against the blackouts, is hard at work deciding the name of the new federal court house. For a good laugh check out how Jay Leno joked about Higgin's hair-do in his monologue two weeks ago. The area's falling apart and their main focus is blackouts !?
