When will the spending start?

Correct me if I'm wrong, but every NFL team must spend up to the cap by the 2013 season. If true, then we should expect the Bills to spend some of that money during this off-season. It would be stupid of them (the Bills FO) to force themselves to spend it all in one off-season while the other teams that are way under the cap are also trying to reach the league's minimum, as well. So the question is, will we spend big this off-season and on whom?

A poster on a similar thread, stated we are already at the cap floor required by 2013 in spending.

On players, we always have spent. We obviously don't spend well. 59 million for a backup quality Quarterback

is just one of many examples.

For the 2011 and 2012 seasons 99% of the cap must be spent league-wide.

After the 2012 season, new rules begin for the remaining eight years of the CBA. Thereafter, each club has committed to spend 89% of the cap in cash on a four-year rolling basis (measured 2013-2016 and 2017-2020). Collectively, the league will spend 95% of the cap in cash on the same four-year rolling basis. What exactly does that mean?

It does not mean each team will spend 89% of the cap on player base salaries in each year from 2013-2020. It means in each four-year period the team must spend an average of 89% of the cap in cash. Again, the measurement is cash, not cap space. That means a $20 million signing bonus will count toward the total, even though only a prorated portion counts toward the cap each year, and even if the term of the contract extends beyond the four-year window. It also means all other types of bonuses and incentives count toward the required cash spending.

The league-wide 95% requirement in the years 2013-2016 and 2017-2020 will work in the same manner as the 99% league-wide requirement in 2011 and 2012, except it will be measure across a four-year average instead of each year.

Once again the nfl is all about guarenteed money, they can cut fitz at anytime and be on the hook for about 10 million. If you look at it is about what he was underpayed during his last contract. As for spening the money, resinging steve, wood, levitre, urbik, bryd in the next year is going to cost .

Gailey and Nix seem to be straight shooters. based on their votes of confidence for their Quarterback. Fitz is going nowhere for a couple of years, at least.

It is simply not true that we have always spent. I kept reading that we were about $20 million under the cap this year. It was something similar the year before. Ralph stopped caring several years ago.

The spending will start when the next owner comes in.

When did Ralph stop spending?

The spending will start on a large funneral in Detroit and then will continue with the construction of a new stadium in downtown Buffalo, Toronto or the easternmost suburbs of LA.
